House Democrats Discuss New Crypto Market Structure Bill With Expanded SEC Oversight According to crypto journalist Eleanor Terrett, House Democrats are discussing plans to introduce a broader crypto market structure bill in the next Congress, building on Rep. Maxine Waters’ 2025 Crypto Investor and Consumer Bill of Rights amendment to the CLARITY Act. Citing three industry sources, Terrett reported that the proposal would incorporate previously rejected House Democratic provisions and measures agreed upon by Senate Democrats and Republicans before the September cloture vote. Proposals under discussion include expanding the SEC’s oversight of crypto markets, limiting the CFTC’s role, and potentially adding ethics restrictions on crypto activities by President Trump and other federal officials. Republicans have described the proposal as a “messaging bill.”
